NJ SubChapter 8 (N.J.A.C. 5:23-8)
The State of New Jersey has adopted strict asbestos standards and procedures to ensure public safety, health and welfare in all educational facilities (including daycare centers, nurseries), state-owned/managed/leased buildings and county and municipal facilities. NJ SubChapter 8 procedures include construction permits for asbestos abatement, fees, licenses, certification, work permits, reporting, documentation, inspections by the asbestos safety technician, air monitoring, enforcement responsibilities and remedies and enforcement. Subchapter 8 regulations are advisory or a guideline for all other buildings and structures in the state.
Duties of an Asbestos Safety Technician include:
- Air sampling throughout the course of the asbestos project per N.J.A.C. 5:23-8.21,
- Continuously inspecting and monitoring the performance of the contractor and the project,
- Daily on-site inspection from initial preparation of the work area throughout the approved final visual inspection,
- Directing the actions of the contractor verbally and in writing to ensure compliance with the subcode,
- Verifying all workers on the project have valid permits issued by the NJDOL,
- Directing corrective actions as necessary throughout the course of the project,
- Issuing of written stop work orders when conditions warrant,
- Monitoring the pressure differential within the negative pressure containment,
- Smoke testing glove bags after they are attached and before the commencement of work,
- Monitoring the removal of all asbestos contaminated waste,
- Maintaining up-to-date and comprehensive daily logs of all on-site activities,
- Preparation of a comprehensive final report as an official record filed for the project.
