The State of New Jersey's Department of Community Affairs (DCA) administers/enforces asbestos regulations in the state through the Uniform Construction Code. In January 2012, the DCA issued a directive to all local building code officials within the state not to issue a demolition permit without the completion/documentation of an asbestos pre-demolition survey. This directive is applicable to both residential and commercial structures. Where asbestos is identified, asbestos containing materials (ACM) must be abated by a New Jersey Licensed Asbestos Contractor prior to the structure/building demolition.
What is required in an Asbestos Pre-demolition Survey?
- An EPA approved building inspector must visually inspect the structure/building for suspect ACM.
- Confirmatory bulk sampling must be performed by the building inspector to confirm/deny asbestos content. Bulk samples are analyzed by Polarized Light Microscopy in an NIST accredited laboratory.
- Grouping of the building materials into homogeneous areas and the collection of a sufficient quantity of said samples to confirm negative asbestos content per EPA AHERA regulations.
- TEM analysis of representative NOB samples which demonstrate negative asbestos content by PLM to confirm non-asbestos results.
- Performance of destructive sampling to identify ACM in concealed areas such as behind walls, above ceilings, etc.
- Preparation of a comprehensive asbestos pre-demolition survey report which identifies the presence, quantity and location of ACM within the structure/facility.
